ANNUAL MEETING

 

 

 

May 28, 2009

 

The Annual Meeting of the Dighton Water District was held in the Cafeteria at the Dighton Middle School on Thursday, May 28, 2009 at 7:30 P.M.  The Warrant for the meeting was posted on May 20, 2009 at the Town Offices and the Post Offices in Dighton.

 

District Clerk, Carol Stevens, called the meeting to order at 7:30 P.M. and went as follows:

 

On a motion made and seconded, the District voted to dispense with the reading of the Warrant.

 

ARTICLE I

On a motion made and seconded, Attorney William McKeon was nominated Moderator for the evening.  It was voted unanimously and Attorney William McKeon proceeded with the meeting.

 

ARTICLE II

On a motion made and seconded, the District voted unanimously to hear the reports of the officers as written.

        

ARTICLE III

On a motion made and seconded the District voted to raise and Appropriate, $14,649.60 to compensate officers as described under Article 3.

 

ARTICLE IV

On a motion made and seconded the District voted unanimously to Bond the Treasurer in accordance with Section 121, Chapter 41, of the General Laws, $1,514.00.

 

ARTICLE V

On a motion made and seconded the District voted unanimously to raise and appropriate $603,305.78 for the redemption of District Bonds and Notes becoming due in the year ending June 30, 2010 and to pay the interest on District Debt.  On a motion made and seconded to transfer the sum of $400,000 from free cash to pay off an existing FHA note dated 7/21/98 the motion was defeated with a hand count of 9 for and 23 against.

 

ARTICLE VI

On a motion made and seconded, to raise and appropriate, $1,307,510 to defray District charges and assessments for the year ending June 30, 2010 as approved by the Commissioners of the District, James Ready of the Finance Committee made a motion to amend to consider the budget by line item number, motion was seconded.  Joseph Lawrence said, “The reason we’re making this motion is so you people know where you’re money is going individual.  They read a lump sum you’re not going to know where it’s going except for that lump sum this way they’ll have to explain where it’s going either that or you vote for millions of dollars you don’t know.”  Motion carried.

 

With the exception of lines #3, #15, and #22 all lines were passed as written (copy of budget attached).  Line # 3 was approved in the amount of $2,500, Line #15 was approved in the amount of $10,000, Line#22 was approved in the amount of $300, Line #19 was approved in the amount of $70,000.

 

ARTICLE VII

On a motion made and seconded, the District voted unanimously to authorize the Treasurer with the approval of the Commissioners to borrow from time to time in anticipation of revenue for the year ending June 30, 2010 in

accordance with the General Laws, Chapter 44, Section 4, and Acts in Amendment thereof, and including in addition thereto, Chapter 849 of the Acts of 1969, as amended, and to issue a note or notes therefor payable within one year and to renew any notes as may be given for a period of less than one year in accordance with Section 17, Chapter 44, of the General Laws.

 

ARTICLE VIII

On a motion made and seconded, the District voted unanimously to raise and appropriate $1,400.00 for a required D.E.P. Assessment.

 

ARTICLE IX

On a motion made and seconded, the District voted unanimously to raise and appropriate $1,000.00 for certified mailings.

 

ARTICLE X

On a motion made and seconded, the District voted unanimously to raise and appropriate $2,000.00 for a water awareness program.

 

ARTICLE XI

On a motion made and seconded, the District voted unanimously to raise and appropriate$5,000 to establish a revolving account into which shall be paid fees collected by the Dighton Water District for service installations, said monies to be expended from said revolving account by the Dighton Water District, Board of Commissioners, the money is to be used to purchase materials, contractual labor and equipment for the installation of water services and repairs to said water services.  Spending will be capped at $10,000.00.

 

ARTICLE XII

On a motion made and seconded, the District voted unanimously to raise and appropriate, $9,000.00 to the District’s reserve account, said monies to be expended from said account by approval of the Dighton Water District’s Finance Committee.  Spending shall be capped at $9,000.00.

 

ARTICLE XIII

Article XIII was Defeated to transfer, one million dollars from free cash for the purpose of distribution and drinking water sources.     

 

ARTICLE XIV

On motion made by Karen J. O’Connor and seconded, the District voted unanimously to have all water district, special and annual meeting and, elections, to be posted on Dighton cable channel 9,/ Dighton.com/Taunton daily Gazette, newspaper with all information pertaining to such meeting, and election, (ex:date, time, place with information of such, date to take out papers, date when due back to clerk off, how many signatures are required.

 

ARTICLE XV

On a motion made by Karen J. O’Connor and seconded, the District voted unanimously to have Dighton water district warrants,/minutes of the monthly meeting, and special/annual water district meeting minutes to be posted on the Dighton water district website.

 

ARTICLE XVI

Attorney William McKeon asked if there was any other business to come before the meeting or any other motions.

 

Attorney William McKeon re-appointed, Susan Gustafson, Joseph Lawrence, James Ready, Ron Smith and Robert Peixoto to continue serving on the Finance Committee.

 

A motion made and seconded, the meeting dissolved at 9:55 P.M.
