A meeting of the Dighton Water District Commissioners was held at the District office at 6:00 P.M.  Chairman of the Board, Paul Pacheco called the meeting to order. 

 

First order of business was Tom Medeiros-Eagle Project.  Tom Medeiros’s son spoke on how he was a life scout for Troop 45 in Dighton and he wanted to do a project putting reflective tape on all the hydrants in Dighton.  He mentioned it would make the hydrants more visible at night for emergency personnel, the tape was approved by the Coast Guard, it would be two inch strips around the trunk of the fire hydrants and would be paid for through fund raising all he needed was permission to touch the hydrants.  Commissioner, Edward Swartz said, “I have no problem talk to the Fire Chief on where he’d like to see them.”  Clerk of the Board of Commissioners, Sue Medeiros said, “I think it’s a great idea.”  Paul Pacheco asked, “Anything to say about it Chuck?”  Superintendent, Charles Cestodio asked, “When were you planning on starting this?”  Tom Medeiros’s son said, “In the spring.”  Charles Cestodio said, “The only thing I would recommend a lot of our hydrants are in dire need of painting I would like to see them get painted prior to installing this.”  After a discussion on the matter Edward Swartz made a motion to allow Tyler Medeiros to continue with his Eagle Scout Project and utilize the fire hydrants necessary.  The motion was seconded by Sue Medeiros.  Edward Swartz and Sue Medeiros were in favor.  Paul Pacheco signed the necessary paperwork.

 

The next order of business was payroll; A discussion was held.  Edward Swartz requested spreadsheets from the three companies involved showing what each one was offering for the prices quoted.  Sue Medeiros mentioned she had concerns with ADP and that the Town has CDS.  Edward Swartz mentioned he wanted to review the three proposals and get the process moving.

 

The next order of business was to review a sign for the entranceway.  Paul Pacheco reviewed some specs with the Board.  Edward Swartz mentioned the sign at East Providence High School.  Paul Pacheco mentioned he would update the specs.

 

The next order of business was the old office building.  Charles Cestodio mentioned the building was currently being used for storage.  Paul Pacheco mentioned eventually he would like to see a garage at the Treatment Facility for the trucks.  Edward Swartz mentioned getting specs from North Dighton of the garage and office building they put up.  Paul Pacheco mentioned he would like to do something with the old property and have everything here in one location.  Edward Swartz mentioned they couldn’t do anything until it was placed on a warrant but they could take a look at it between now and then.  Paul Pacheco mentioned to get through this winter with the old building.

 

The next order of business was the lagoons.  The lagoons were discussed and a decision was made to let them drain down and freeze for the winter then get it tested.

 

The next order of business was new business.  Sue Medeiros asked if there was any timeline as to when checks were going to go out to reimburse people.  Edward Swartz mentioned a report by person was needed from the Assessor and the Treasurer and they were going to provide that list.  Edward Swartz mentioned Mary was working on it.  Sandra MacDonald was in attendance and voiced her father’s concerns.

 

 

Edward Swartz said, “I make a motion to approve the warrant for the Special Town Meeting.”  Commissioner, Sue Medeiros said, “Second.”  Paul Pacheco said, “All in favor.  Ayes have it.”  Sandra MacDonald said, “Just so I can be more clear about this once this all goes through I won’t be eligible to participate in your meetings.”  Edward Swartz said, “You’re not eligible now.”  Paul Pacheco said, “You’re not even eligible now.”  Edward Swartz said, “Even if you went to the one next week.”  Sandra MacDonald said, “I can go just as an observer.”  Paul Pacheco said, “What we’re going to end up doing is having an area with non-voters and one with voters.”  Sue Medeiros said, “The day we took the vote to reimburse they were no longer in the District.”

 

Edward Swartz said, “I make a motion to approve the minutes of October 20th.  Sue Medeiros said, “Second.”  Paul Pacheco said, “All in favor.  Ayes have it.”

 

Sue Medeiros said, “I make a motion to approve the warrants.  Edward Swartz said, “Second.”  Paul Pacheco said, “All in favor.  Ayes have it.” 

 

Sue Medeiros asked, “Are we meeting with the Finance Committee at all before the Special?”  Treasurer/Clerk, Carol Stevens said, “I sent them an e-mail asking if they had met and Ed Ready said they hadn’t had a meeting yet probably right before the meeting.  Carol Stevens mentioned Ed Ready came in and picked up the information he requested.

 

A brief recess was taken.

 

Edward Swartz made a motion to go into executive session.  Sue Medeiros seconded the motion. 

 

In attendance executive session; Paul Pacheco, Edward Swartz, and Sue Medeiros.    Executive session 6:40P.M.   Executive session ended at 7:27 P.M.  Paul Pacheco said, “No decisions made right.”  Edward Swartz said, “No vote.”  Paul Pacheco made a motion to go back into regular session.  Edward Swartz said, “So moved.” 

 

Sue Medeiros mentioned Charles Cestodio had approached her regarding classes for Supervisors and she had a couple of choices.  Sue Medeiros said, “I make a motion to send Chuck to the January 20th class.”  Edward Swartz said, “Second.”  Paul Pacheco said, “All in favor.  Ayes have it.”

 

Chain of command charts were reviewed and discussed.  Edward Swartz said, “I make a motion Board of Commissioners go on record as accepting the two chain of command charts that we have presented this evening.  Sue Medeiros said, “Second.”  Paul Pacheco said, “All in favor.  Ayes have it.”

 

Tony Roderick’s subdivision Tony’s Way was reviewed.  Edward Swartz said, “I make a motion to allow the Superintendent at his discretion to make a decision if he feels it would be acceptable for those lines to be put in the timeframe that the developer has requested and that it would acceptable in us accepting those lines in the future based on them being put in the winter because that’s what I worry about them being put in and open in the frost.  Chuck work with the engineer at his discretion.”  Sue Medeiros said, “Second.”  Paul Pacheco said, “All in Favor.  Ayes have it.”

 

Edward Swartz requested a copy of Attorney David Gay’s letter regarding John Blake as moderator be brought to the Special Meeting.

 

Charles Cestodio went back to Tony’s Way subdivision.  Charles Cestodio said, “He plans on doing his own private property install tap next spring prior to tapping they have to pay the tapping fees.”  Edward Swartz asked, “What do we require at the time of application, at the time of the approval of the application?”  Carol Stevens mentioned tapping fees are paid up front.  Edward Swartz said, “So he’s going to have to pay the tapping fees up front like everybody else.  It’s not our choice that he wants to do it in the winter and we don’t tap in the winter.  He has to pay it at the same time every other developer has paid it in Town.  I make that in the form of a motion.”  Sue Medeiros said, “Second.”  Paul Pacheco said, “All in favor.  Ayes have it.”

 

A letter from the Zoning Board of Appeals was reviewed.

 

Sue Medeiros asked, “Did we get back to Sue Gustafson?”  Carol Stevens said, “I sent her the letter and everyone on the Finance Committee.  Ed requested I forward a copy to all the Finance members.”

 

Paul Pacheco asked, “You want me to draw up chain of command charts with logos to be hung up?”  Edward Swartz said, “Yes.”

Disposal of old trucks was reviewed.

 

Board of Commissioners gave approval for Carol Stevens to attend an advisory meeting with the Bristol County Retirement Board.

 

Board of Commissioners gave approval for Charles Cestodio, Dorian Jefferson and Carol Stevens to attend a free seminar at D.E.P.      

 

Paul Pacheco said, “I make a motion to adjourn.”  Sue Medeiros said, “Second.”   Meeting adjourned at 8:25 P.M.
