meeting of the Dighton Water District Commissioners was held at the District office
at 6:05 P.M. Chairman of the Board,
Paul Pacheco called the meeting to order.
A
letter sent by Assessor, Carol Beauregard was read by Clerk of the Board, Sue
Medeiros. There was a discussion
regarding the letter. Next
order of business was the Finance Committee.
There was a discussion with the Board and Susan Gustafson, Chairman of
the Finance Committee in open session.
Paul Pacheco said, “We can’t have you on the Finance Committee anymore
we just wanted to explain that to you, it’s not something we wanted to do, enjoyed having you, you were a lot of help, legally you
aren’t in the District.” Commissioner,
Edward Swartz said, “I’d like to add a personal comment to it, thought
sending it to Bill McKeon I thought he was going to contact you and I
apologize to you finding out in a letter rather than a phone call. Personally apologize for that our
understanding once it was sent to Bill moderator’s responsibility to handle
it sorry for that I apologize for that on a personal level.” Susan Gustafson said, “As far as he’s
concerned once the meeting is adjourned he’s no longer working. Question, I’m a taxpayer other areas of
this Town which are in the District I may not live in that area.” Paul Pacheco said, “Legally you can only
have one residence where you’re registered to vote. You must be a registered voter in the
District to be able to participate.”
Edward Swartz said, “It comes down to where you lay your head at night.” Robert Adams said, “Every one of you people
got elected by false pretenses. You
need to step away and hold another election.

I passed out stickers for that man because he was a write in, stood
out here in the parking lot.” James
Ready of the Finance Committee said, “Fraudulent vote.” Robert Adams said, “One of you people make a
motion to have the information we’ve given you tonight for David Gay have him
give you an opinion on it in writing.”
Edward Swartz said, “So moved.”
Sue Medeiros said, “Second.”
Charles Roderigues asked, “Should you have
the same Attorney as the Town has?”
Edward Swartz said, “Totally separate government agency.” Paul Pacheco said, “If there is a conflict
David would have to step aside.”
Edward Swartz said, “Dighton Water District is a government of its own,
live under the same guidelines as Town does if you want to say the Water
District is its own separate Town, file the same financial paperwork to the
state, run elections the same, run on a different calendar it is its own
stand alone, Selectmen can advise something that they like, they have no
government authority over the Water District.
How that was created the last time was because Marc Pacheco was
playing some politics and I told him to his face, meeting was set up by the
Selectmen because Marc Pacheco wanted it that way, he was playing to his
political audience by having us meet with the Selectmen in reality that’s not
how it has to be.” Special
Meeting date was set for November 19, 2009 at 6:00 P.M. Treasurer/Clerk,
Carol Stevens mentioned she did not have free cash certified yet. Edward Swartz said, “Free cash, we got free
cash e-mail notification.” Sue
Medeiros said, “I got an e-mail.” Paul
Pacheco said, “I didn’t get it.” Carol
Stevens said, “I didn’t get it.” Sue
Medeiros said, “I got it from Jen I’ll send you a copy.” Warrant
Articles were discussed. Edward Swartz
said, “I make a motion the Board of Commissioners put an article sum of money
$75,000 to reimburse previously taxed residents for reimbursement.” Paul Pacheco said, “Second, all in
favor. The ayes have it.” Edward Swartz said, “I make a motion to
transfer from free cash $250,000 for purposes of well source development and
well source enhancement.” Sue Medeiros
said, “Second.” Paul Pacheco said,
“All in favor, the ayes have it.”
Edward Swartz said, “I make a motion to transfer $380,000to repay USDA
loan.” Sue Medeiros said,
“Second.” Paul Pacheco said, “All in
favor, ayes have it.” Edward Swartz
said, “I make a motion to transfer $300,000 to reduce the tax rate.” Sue Medeiros said, “Second.” Paul Pacheco said, “All in favor, ayes have
it.” Edward Swartz said, “I make a
motion to transfer $20,527.82 for the purpose of funding AECOM contracts.” Sue Medeiros said, “Second.” Paul Pacheco said, “All in favor, ayes have
it.” Edward Swartz said, “I make a
motion to transfer $500 into water awareness.” Sue Medeiros said, “Second.” Edward Swartz said, “I make a motion to
transfer $4000 into the office account additional funding based on prior year
spending.” Sue Medeiros said,
“Second.” Edward Swartz said, “I make
a motion to transfer $500.00 into District meeting account.” Sue Medeiros said, “Second.” Edward Swartz said, “I make a motion to
transfer $500 into the Treasurer’s account.”
Sue Medeiros said, “Second.”
Edward Swartz said, “I make a motion to transfer $323.26 into the
Officer’s account.” Sue Medeiros said,
“Second.” Edward Swartz said, “I make
a motion to transfer $10,000 from free cash to the reserve account.” Sue Medeiros said, “Second.” Paul Pacheco said, “All in favor, the ayes
have it.” A
discussion was held on replacing the Main St. line. A
discussion was held on building a garage on site and moving everyone to 192
Williams St. A
discussion was held on a N.O.N. from D.E.P. and the steps needed to be
taken. Edward
Swartz said, “I make a motion to approve the warrants.” Sue Medeiros said, “Second.” Paul Pacheco said, “All in favor, ayes have
it.” Edward
Swartz said, “I make a motion to approve the minutes and the executive
minutes of September 14th.” Sue
Medeiros said, “I would like to thank Chuck, the crew and everybody, I know
you guys worked so hard when we had that problem, you guys were really
diligent working really hard getting that done and keeping us informed, I
just wanted to thank you.” Superintendent,
Monthly Report was reviewed. (Copy attached). Hydrant
Flushing was discussed. Edward Swartz
said, “ On flushing do you want to do a massive flushing, do it overnight
where we’re flushing out through the tanks cleaning everything out a good
hard flush which may help to eliminate some problems I don’t know if it will
or not.” Prime Operator, Dorian
Jefferson said, “Steve recommended we do a uni-directional
on Williams St.” Edward Swartz said,
“Follow recommendations part of steps 1,2,3,4 do the flushing necessary. I make a motion if necessary to do any
overnight flushing that the Board gives approval for overtime to be paid to
do overnight flushing so we can do the best cleanest flush we can get and not
necessarily can happen during the day like the flushing we have to do on
Williams St., motion Board give Chuck approval to pay overtime if
necessary.” Sue Medeiros said,
“Second.” When
Charles Cestodio reached the section; Proposal for
the Tank Antennas, Edward Swartz said, “Ask Steve to draw something up
guidelines to utilize.” Charles
Cestodio mentioned the meter reader would start
reading meters next month. Building
Maintenance was discussed along with driveway markers, hydrant flushing signs
and new services. Edward
Swartz said, “I make a motion to adjourn.”
Sue Medeiros said, “Second.”
