meeting of the Dighton Water District Commissioners was held at the District
office at 6:10 P.M. Chairman of the
Board, Paul Pacheco called the meeting to order. The
District’s Engineer, Stephen DeFrancesco was in
attendance to give an update on a water system study. Andrew Reid, Project Engineer on Project
Design and Construction of the Treatment Plant was also in attendance. A 2009 Water System Study Update Fact Sheet
was handed out and reviewed. Stephen DeFrancesco mentioned the District was in good shape as
far as the Treatment Plant and storage should be good for at least fifteen
more years. Stephen DeFrancesco mentioned the District needed more sources of
supply to meet the requirements of the current day to day and going into the
future which would be the District’s biggest issue. Stephen DeFrancesco
said, “I think you should be looking at bringing more sources of supply,
having more available, giving yourself more flexibility making it so you’re
not pumping the wells as hard so they don’t have to be cleaned as often. The last well was Cedar St. #3 which was
done back in 1984.” Commissioner, Sue
Medeiros said, “Twenty-five years we haven’t looked for wells!” Paul Pacheco said, “Go forward, even if it
was fifty years he’s still saying, “Go forward.” Next
was the Distribution System review.
Stephen DeFrancesco reviewed it with
everyone in attendance. Paul Pacheco
said, “Going off your suggestions we won’t be talking about it for a little
while.” Stephen
DeFrancesco handed out a Summary of Tasks Required
for New Water Supply Wells at Cedar St. and Walker St. for everyone to
review. Costs and tasks were
reviewed. Stephen DeFrancesco
mentioned there would be a savings if the District did both together. Sue Medeiros said, “Can I ask another question
right when I got elected it was the Annual Meeting you had that nice set up
there with the expansion and everything would you say your professional
opinion that expansion I know it’s something we’re looking at doing at some
point what would you say is the priority would you say the wells are more of
a priority?” Paul Pacheco said, “Than
expansion that’s what he just said he went through it.” Stephen DeFrancesco
said, “I would definitely say that.”
Sue Medeiros said, “Yeah expansion a great thing but I would think you
would need the wells, take care of this first, get more wells before you even
thought about expansion. We had a vote
one of the articles on the warrant was to expand.” Paul Pacheco said, “Right, but that’s what
he’s been saying right along tonight is that we need to do the wells
first.” Sue Medeiros said, “I agree
totally.” Andrew
(Andy) Reid gave a review of his findings regarding disinfection by
products. Andy Reid said, “I’ve been
working with Chuck on disinfection by products and THMS I’ve put a memo
together. Looking over the data over
the last year to two years I think it can be summed up simply the problem is
that you have wells that have high levels of TOC’s. One well in particular has double digits
stored and there’s a chlorine demand in the system we notice particularly in
the summer. The residual you put in
the system spikes the key now becomes how you minimize those two items. The plant is doing a very good job removing
TOC’s on the average 50% removal the problem is that you have enough residual
total organic carbon very close to the regulatory limits. Key is find a
source that has lower material.
Another alternative not looking at requires another unit to
process. Second option is can we use
booster chlorination we add at tanks basically push off that reaction
time. Alternatively we can use
combined chlorine or chloramines.
Problem is there’s not a lot we know about chloramines in human
health.” Stephen DeFrancesco
said, “Draft a document together, Chuck and Donnie take a look at it. We’ll come back to you at your next meeting and go over
it more.” Paul Pacheco asked, “Any
questions Chuck?” Charles Cestodio said, “No.”
Paul Pacheco asked, “How close can you pinpoint, you think we have a
blockage or a valve you were talking about before how close can you get us to
it.” Stephen DeFrancesco
said, “Kristen has done more than modeling on it.” Paul Pacheco said, “Get back to us on how
close she can pinpoint it. We’re going
to have another meeting next week with Ed; we’ll read through the drafts and
all the other stuff.” Metro
was next on the agenda. Stephen DeFrancesco said, “Structural analysis needs to be done
on the tank to see what effect hanging a lot of cables especially in the
winter would have. Metro should be
paying for someone to do it.” Paul
Pacheco said, “Next meeting we’ll get a vote on what decision to make with
them.” Sludge
was briefly reviewed. Paul
Pacheco mentioned Employee to do list would be reviewed at the next
meeting. Sue Medeiros asked, “Next
week’s meeting any idea when?” Paul
Pacheco said, “I’m thinking Tuesday I left a message for Ed to meet next week
or the week after and get back to me I haven’t heard from him.” Sue Medeiros mentioned she could not do
Wednesday. Charles Cestodio
mentioned he couldn’t do Monday. New
Business; Sue Medeiros said,
“Christmas I’m a Christmas fanatic, like to do something for Christmas, fun
time we’ll discuss it next week.” Warrants
were approved and signed. Three
invoices for Earth-Tech were reviewed approved and signed, money to come out
of the Engineering account. Minutes
were approved and signed. Superintendent,
Monthly Report was reviewed. (Copy attached). Hydrant
Flushing was discussed. Charles Cestodio is to give his recommendation at the next
meeting. Cedar
St. #1 roof was reviewed. Sue Medeiros
said, “I make a motion Chuck get in touch with A T.N.T. Construction to
commence work on the roof in the amount of $1,485.00” Paul Pacheco said,
“Second. All in favor the ayes have
it. Garage
Doors on RT 138 were reviewed. Sue
Medeiros said, “I make a motion Door Pro provide two steel insulated doors at
a cost of $2,188.00.” Paul Pacheco
said, “I’ll step down and second it.
All in favor, ayes have it.”
Sue Medeiros said, “Get it done before winter comes.” DEP
Security Measures to be reviewed at the October meeting. Paul
Pacheco said, “I make a motion to go into executive session to speak with
Chuck on employee issues.” Sue
Medeiros said, “Second.” Paul Pacheco
said, “All in favor, ayes have it.”
Executive session started at 7:50P.M. In
attendance at the executive session were Paul Pacheco, Sue Medeiros, and
Charles Cestodio. Paul
Pacheco said, “I make a motion to adjourn.”
