meeting of the Dighton Water District Commissioners was held at the District
office at 6:00 P.M. Chairman of the
Board, Paul Pacheco called the meeting to order. Commissioner,
Sue Medeiros read a letter she received regarding Poland Spring water being
delivered to the Plant. Sue Medeiros
said, “I want to be on record I have no problem with Poland Spring water
being here, there’s no kitchen it dispenses hot water I don’t see a problem
with it.” Treasurer/Clerk, Carol
Stevens mentioned Poland Springs brings in distilled water for the lab. Commissioners in agreement no problem with
Poland Springs being brought in. Paul
Pacheco mentioned Superintendent, Charles Cestodio
might not make the meeting he had a family emergency. The
Board reviewed the meeting of September 14, 2009 with Commissioner, Edward
Swartz who was unable to attend that night. Edward
Swartz said, “Set the date for the Special District Meeting, set the Tax Rate
Hearing for the same night.” Paul
Pacheco said, “The October meeting is suppose to be the 13th, you can still
have it if you want to have it that’s fine I can’t make it that night.” Edward Swartz said, “Do it on the 20th for
that meeting call Carol Beauregard ask what date she wants to schedule a tax
rate hearing because we’ll schedule a Special District Meeting for the same
night downstairs at the Town Hall. Set
date for November 17th Special District Meeting if downstairs is
available. Ask Assessors to come to
the October meeting, invite the Assessors and the Finance Committee.” Paul Pacheco said, “On that subject what
are we going to tell Sue she’s not in the District clear fact not in the
District.” Edward Swartz said, “David
said she can’t serve on the Finance Committee she should be notified
then. Send a letter to the Moderator
who actually appoints the Finance Committee find out who is and who isn’t
still on the Committee and notify them unfortunately based on the opinion of
David Gay that anyone serving on the Finance Committee needs to be consistent
with part of the District unfortunately Sue Gustafson is not.” Paul Pacheco said, “Right now we can’t let
these people that aren’t in the District vote.” Edward Swartz said, “Right.” A discussion was held on the boundaries of
the District. Paul Pacheco mentioned
meeting again with David Gay. Sue
Medeiros said, “More clarification.” Edward
Swartz said, “I make a motion that the money to be rebated based on our vote
of August 25, 2009, that rebates to be paid back penny for penny that those
amounts paid by the taxpayer/ratepayer.”
Sue Medeiros said, “Second.”
Paul Pacheco said, “All in favor, the ayes have it.” Sue Medeiros said, “Based on an opinion we
got from David Gay.” Paul
Pacheco asked, “David Gay back on the 20th?”
Edward Swartz said, “I’m going to call him after I leave here.” Paul Pacheco said, “Should get his opinion
in a meeting with the three of us.”
Edward Swartz said, “I have some questions that I want him to be
prepared to answer when he comes here I will let him know those
questions.” Paul Pacheco asked, “Are
you going to let me and Sue know those questions.” Edward Swartz said, “Sure I said some of
them here.” Sue Medeiros said,
“Meeting Dighton Water District 20th, 6:00P.M., Special District Meeting,
November 17th.” Paul
Pacheco said, “I make a motion Chuck get prices, get a hold of a plumber work
with Tony Roderick to have a tap put in for specially just for samples at
South Dighton Fire Station another tap doesn’t have a hose bib, leaving the
other one there.” Sue Medeiros said,
“Second.” Paul Pacheco said, “All in
favor, ayes have it.” Prime
Operator, Dorian Jefferson mentioned he would like to attend a tour of the
Swansea DeSal Plant along with Robert Thibeault, and Barry Ferreira. Sue Medeiros mentioned she would like to
attend. Edward Swartz said, “Work with
Chuck to schedule it for you guys to be able to go.” Dorian Jefferson mentioned he was off that
day. Sue Medeiros asked, “Carol do you
want to go, I want Carol to go with me.” Edward
Swartz said, “I make a motion to approve the warrants. Sue Medeiros said, “Second.” Paul Pacheco said, “All in favor, the ayes
have it.” Edward
Swartz said, “I make a motion to approve the minutes of the regular meeting
I’d like to hold the executive session one until next meeting.” Sue Medeiros said, “Second.” Dorian
Jefferson said, “Ed, one other thing Barry or Gary is it alright at some
point in time send them to get their backflow
testers license and surveyors.” Edward
Swartz said, “They should just submit the dates and when they’re going to go.” Paul Pacheco said, “I don’t have a problem
with it.” Edward
Swartz said, “I make a motion to go into executive session, sign warrants
while we’re sitting there talking, going to come back out.” Sue Medeiros said, “Second.” Paul Pacheco said, “All in favor, ayes have
it.” Executive session was held at
6:55P.M. In
attendance at the executive session were Paul Pacheco, Sue Medeiros, and
Edward Swartz. Executive
session ended at 7:20P.M. and went back into regular
session. Edward
Swartz said, “I make a motion to revert P.O. system back P.O. needs to be cut
for anything exceeding $100.00 but if anyone plays any games, I’m doing five
$50.00 ones which is $200…” Sue
Medeiros said, “Carol just e-mail us.”
Paul Pacheco said, “Tough if it’s a $250.00 valve.” Carol Stevens said, “We know if it’s an
emergency that it’s fine.” Edward
Swartz said, “Right. But on an
everyday item there will be a minimum.
Person has ability to make a purchase up to $100.00 not telling them
they don’t have to use the P.O. system but they have the ability to use the
P.O. system up to $100 without approval.”
Paul Pacheco said, “That’s fine.” Paul
Pacheco said, “I make a motion to adjourn.”
Sue Medeiros said, “Second.”
