02764 SPECIAL MEETING November
19, 2009 The
Special Meeting of the Dighton Water District was held in the Cafeteria at the
Dighton Elementary School on Thursday, November 19, 2009 at 6:00 P.M. The
Warrant for the meeting was posted on November 10, 2009 at the Town Offices
and the Post Offices in Dighton. District
Clerk, Carol Stevens, called the meeting to order at 6:00 P.M. and went as
follows: On
a motion made and seconded, the District voted to dispense with the reading
of the Warrant. ARTICLE I On
a motion made and seconded, John Blake was nominated Moderator for the
evening. It was voted unanimously and
John Blake proceeded with the meeting. ARTICLE II On
a motion made and seconded, the District voted unanimously to hear the
reports of the officers as written. ARTICLE III On
a motion made and seconded the District voted unanimously to transfer $323.26
from free cash to account #5050 Officers Account. ARTICLE IV On
a motion made and seconded the District voted unanimously to transfer $500.00
from free cash to account #6340 District Meeting. ARTICLE V On
a motion made and seconded the District voted unanimously to transfer $4,000
from free cash to account #6300 Office Account. ARTICLE VI On
a motion made and seconded the District voted unanimously to transfer $500.00
from free cash to account #6290 Treasurer Account. ARTICLE VII On
a motion made and seconded, the District voted unanimously to transfer
$500.00 from free cash to water awareness. ARTICLE VIII On
a motion made and seconded, the District voted unanimously to transfer
$75,000 from free cash to reimburse previously taxed residents who are not in
the District. ARTICLE IX On
a motion made and seconded, the District voted five in favor and three
opposed, article passed to transfer $250,000 from free cash for the purpose
of well source development and well source enhancement. An amendment from Nancy Goulart
for the District to transfer $100,000 from free cash to be used for
engineering, supplies, materials and any needed equipment to connect the
District to the Aquaria stub was defeated. ARTICLE X On
a motion made and seconded, the District voted unanimously to transfer
$380,000 from free cash to pay off a loan from USDA. ARTICLE XI On
a motion made and seconded, the District voted unanimously to transfer
$300,000 from free cash to reduce the tax rate. ARTICLE XII On
a motion made and seconded, the District voted unanimously to transfer
$20,527.82 for the purpose of funding AECOM contracts. ARTICLE XIII Article
XIII was Defeated to transfer $10,000 from free cash to account #6360 reserve
account. ARTICLE XIV On
motion made by Edward Swartz that the Dighton Water District and the Town of
Dighton schedule a meeting with Aquaria to discuss the cost structure and the
engineering necessary to put that additional stub in and that for the Annual
District meeting in May an article be placed on the warrant with those costs,
figures necessary to provide that stub. Motion was seconded. Nancy Goulart
asked to strike Aquaria, discussion with the Town of Dighton and the Dighton
Water District and add an amount of $25,000 to get this thing rolling. Sue Medeiros seconded the amendment. Edward Swartz made a motion to accept
friendly amendments motion Dighton Water District and the Town of Dighton
meet to discuss, implement the proceedings for the stub emanating from
Aquaria and $25,000 from free cash be set aside to begin the process. Motion was seconded. Approved with one opposed. Edward
Swartz made a motion with approval from time to time during the year with
approval of the Finance Committee be allowed to dispose of any used and
surplus equipment deemed necessary that is no longer being used. Motion was seconded. Approved with one opposed. A
motion made and seconded, the meeting dissolved at 7:20 P.M. Respectfully
