An emergency meeting of the Dighton Water District Commissioners was held at the District office.  Chairman of the Board, Sue Medeiros said, “I’ll step down and make a motion we open the meeting.”  Paul Joly said, “Second.”   Paul Pacheco said, “Second.”  Sue Medeiros said, “All in favor.  Ayes have it.”

 

Superintendent, Charles Cestodio said, “Number one the well at Cedar #2 was cleaned out in April I can’t keep up we pumped one million twenty thousand gallons the other day.  I had to file a drought management report back into 2008 I was showing Donnie last night not officially in effect now but what’s going to happen is unaccounted for water if this ruling was in effect two months ago we would’ve already gone into a mandatory ban restricting water use 9:00 A.M. to 5:00 P.M.  that was guaranteed it goes by Annual report, I’ve been discussing it with Marc Owen.”  Paul Pacheco asked, “What if they run the plant a little bit slower?”  Charles Cestodio said, “Like I said I can only get so much I’ve got to keep up I can’t even keep up with the demand in the system now.”  Paul Pacheco said, “Right. How many hours a day are we running it?”  Charles Cestodio said, “It all depends the other day I had the plant running for nineteen hours.”  Paul Pacheco asked, “Did we readjust the schedule for that?”  Prime Operator, Dorian Jefferson said, “Yeah we adjusted our schedule.”  Paul Pacheco asked, “So what are we going to do go back to two shifts?”  Charles Cestodio said, “I’m going to try two shifts again I’ve got guidelines that are set.  Step #1 odd/even right now.”  Sue Medeiros said, “I don’t see that’s a problem.”  Paul Pacheco asked, “How about we try odd/even voluntary odd/even last time water ban on the figures shot right up by usage per day right after we put it on my feeling when you make it mandatory they sneak out there at night when we don’t have somebody.”  Paul Joly said, “You do it voluntarily they’re going to abuse that too.”  Sue Medeiros said, “Voluntary they’re going to say I can do whatever I want I say it’s got to be mandatory Paul for now odd/even mandatory you have a garden you don’t have to water your garden every day.”  Paul Pacheco asked, “Now what is that absolutely no water outside?”  Charles Cestodio said, “No, based on your house number.”  Paul Pacheco asked, “What about washing a car?”  Charles Cestodio said, “Same thing you can do anything you want as long as it’s on the right day.”  Paul Pacheco asked, “No outside water at all on the off day.”  Sue Medeiros said, “It’s not like we’re doing it every day 9-5 we’re just doing odd/even.”  Dorian Jefferson said, “I showed them the pumping rates versus last year and this year almost doubled we’ve almost used as mush water in seven days as the whole month of last year in July.”  Sue Medeiros said, “I’m going to make a motion Chuck you want us to do mandatory odd/even I’m going to step down I make a motion to allow Chuck to post a notice we will go on odd/even mandatory until further notice is that okay?”  Paul Pacheco said, “I would like to do voluntary first to try it to see.”  Paul Joly said, “I’ll second the motion mandatory.”  Sue Medeiros asked, “You guys think that’s what could work?”  Charles Cestodio said, “That’s the first step.”  Sue Medeiros said, “Ok we’re going to take a vote, all in favor.”  Sue Medeiros and Paul Joly were in favor.  Paul Pacheco said, “I’m opposed.”  Sue Medeiros said, “Motion carries.”  Sue Medeiros said, “We meet again on the 27th Chuck if you feel its gotten better we’ll discuss it again Carol put it on the agenda unless another emergency comes that we have to do it every day.”  Paul Joly asked, “How long is this good for?”  Charles Cestodio said, “Indefinite until we lift it.”  Sue Medeiros said, “Until further notice.”  Charles Cestodio said, “I’ve got the letters to go to D.E.P. already.”  Paul Pacheco asked, “So when does this go into effect?”  Charles Cestodio said, “Immediately.”  Sue Medeiros said, “Immediately.”  Charles Cestodio said, “On cable, Taunton Gazette, anybody with underground sprinkler system or anybody with sprinklers we’ll stick a note on their door.”  Sue Medeiros said, “Chuck if you find between now and July 27th that it’s gotten worse and we need to do something …”  Paul Joly said, “We’ll outlaw all outside watering the other problem we’re going to run into running into a problem now we start getting these subdivisions coming in do we have enough water?”  Sue Medeiros said, “Step down, I make a motion to adjourn at 12:03.”  Paul Joly said, “Second.”  Sue Medeiros said, “All in favor, ayes have it. If anything happens get e-mails out to us if we need to meet again.”
