Water District Commissioners was held at the District office at 6:00
P.M. Chairman of the Board, Paul
Pacheco called the meeting to order. First order of
business was correspondence from Bristol County Agricultural High
School. Treasurer/Clerk, Carol Stevens
read the letter sent by the School.
Paul Pacheco asked, “They want us to pay for the meters? Have them come in at the next meeting.”
Superintendent, Charles Cestodio said, “I found
cross connection violations while I was doing a survey I have information
I’ll e-mail it to you as far as showing how much it was going to cost to
meter every service connection they have in there.” Commissioner, Edward Swartz said, “Let’s
start with that, sit down and discuss it with them and tell them what the
cost to install the meters is that’s all.”
Paul Pacheco said, “Have them come into the next meeting by then we
can get the cost.” A letter from
Attorney Lisa Berch was received and placed on
file. A letter from Stonegate Landing was read. Edward Swartz said, “Put on next month’s
agenda find out what other Water Districts are doing in this scenario
recommendation from you Chuck on what the best course of action is I think we should work with them to come up
with a plan I don’t know what that plan is if it’s on a individual basis, if
they have 60 it’s 25%, it’s the next 25% or 10% whatever that may be I’d like
a recommendation for the next meeting for both Stonegate
and Jay Zola. Jeff Tardinico
and Richard Feodoroff were in attendance
representing Stonegate Landing. Edward Swartz said, “No answer today, the
cost is not $4,000 that’s not the case cost is $6,000 we’ll read the
agreement and schedule for the next meeting.”
Next order of
business bid sheets. Edward Swartz
said, “I make a motion to award the asphalt and paving bid to J.H.
Landscaping.” Paul Pacheco said,
“Second, all in favor, ayes have it.” Edward Swartz
said, “I make a motion to award the Equipment and Labor bid to Arnold
Construction.” Paul Pacheco said,
“Second, all in favor, ayes have it.” Edward Swartz
said, “I make a motion to award as listed on the bid tabulation for pipe and
supplies.” Paul Pacheco said, “Second,
all in favor, ayes have it.” Edward Swartz
said, “I make a motion to award propane to Ferrell Gas.” Paul Pacheco said, “Second, all in favor,
ayes have it.” Edward Swartz
said, “I make a motion to award Sodium Hypochlorite and Sodium Hydroxide to Univar.” Paul
Pacheco said, “Second, all in favor, ayes have it.” Edward Swartz
said, “I make a motion to award Pacl to
Holland.” Paul Pacheco said, “Second,
all in favor, ayes have it.” Edward Swartz
said, “I make a motion to award Potassium Permanganate to Borden
Remington.” Paul Pacheco said,
“Second, all in favor, ayes have it.” Edward Swartz
said, “I make a motion to award Cytec Polymer to Water Solve.” Paul Pacheco said, “Second, all in favor,
ayes have it.” Edward Swartz
said, “I make a motion to recommend Copy to Copy as lowest bidder for CCR
Reports.” Paul Pacheco said, “Second,
all in favor, ayes have it.” The next order of
business was the Finance Committee.
Chairman, James Ready reviewed questions they had with the Board. Edward Swartz said, “This should make our
Annual District Meeting go smooth now that we actually had a meeting with you
guys prior to the meeting.” Carol Stevens
mentioned William McKeon would not be able to make May 27th and wanted to
switch the meeting to the 26th. The
Board voted to keep the meeting the 27th and ask John Blake. Two representatives
from Lin’s Propane were in attendance.
Edward Swartz said, “We need a copy of the agreement on file with the
Town. We need to see what was written
in that agreement. I need to see all
the information in front of me.” Prime
Operator, Dorian Jefferson said, “The Board was in the negotiating of fees
status for the tap when Tony Roderick got restless he just started putting
pipe in without the Water District’s approval or knowledge or any of that he
just started going up the street doing it when we found out what he was doing
I was sent up to be the inspector to see that it was done right and there was
a lot of controversy, big arguments because Tony took it upon himself to just
decide I’m going to put the pipe in I don’t care what the Water District says
nothing was agreed on at this time because he didn’t want to wait that’s what
happened you’re never going to find any agreement.” Edward Swartz said, “We have to do our
homework.” Paul Pacheco said, “We’ll
look into the original agreement.” Rates, Rules and
Regulations to be discussed at the next meeting. Kara Ferry was in
attendance in regards to her property being taxed. Edward Swartz said, “We’ll put it on hold
for review and measurement, the guys will go out and measure it with you.” Paul DeSousa, Maple St. abatement-Edward Swartz said, “He is
well within the 2000 feet. I make a
motion he is without a doubt within 2000 feet motion to deny the
abatement.” Paul Pacheco said,
“Second, all in favor, ayes have it.” Tony Roderick
abatements-1976-2010, 1994-2010, 1940 County St. and 1955 County St. - Edward
Swartz said, “Did the Assessor’s say anything I think you can only file for
three years anyway?” Paul Pacheco
asked, “Which one is 1940?” Charles Cestodio said, “The garage.” Dorian Jefferson said, “There are
hydrants everywhere around him.” Paul
Pacheco said, “It doesn’t matter it’s in the 1950 District no matter
what.” Edward Swartz said, “Rationale
for it is its Somerset’s line and we supply that through the agreement and
the taxes are based on the agreement.”
Paul Pacheco said, “Anybody in the original 1950 District should be
taxed.” Edward Swartz said, “I make a
motion to deny those based on the agreement between the Somerset Water
District and the Dighton Water District.”
Paul Pacheco said, “I’ll step down and second, all in favor, ayes have
it.” Edward Swartz said, “The one Sue
and I have to talk about next week a hydrant was added at the request of the
people on Brook St. through the Board of Selectmen.” Edward Swartz said,
“Carol Harris no need to proceed at this time, put it on hold another month
put it on the agenda for the June meeting.” Edward Swartz
said, “I make a motion to approve the warrants.” Paul Pacheco said, “I’ll step down and
second, all in favor, ayes have it.” Edward Swartz
said, “I make a motion Analytical Balance Corp. amount is to be paid as part
of the upgrade part of well testing account to come out of the tank rental
account.” Paul Pacheco said, “I’ll
step down and second, all in favor, ayes have it.” Edward Swartz
said, “I make a motion to approve the minutes.” Paul Pacheco said, “Second, all in favor,
ayes have it.” Paul Pacheco
said, “Election May 17, 2010 from 12-7, Annual Meeting May 27, 2010.” Paul Joly asked the status of the portable signs. Paul Pacheco said, “They were damaged in a
storm.” Charles Cestodio read his report (Copy attached.) Edward Swartz
said, “Give a copy of the DEP Guidelines to the Fire Chief.” When Charles Cestodio reached the section To Inform Dighton Woods off
Buck Plain Rd.; Edward Swartz said, “Let him know we still don’t have plans
for his development and in order to make any decisions or recommendation we
want to work with him but we need to have the actual plans of the
development.” When Charles Cestodio reached the section To Inform on the Lagoon
Sludge; Edward Swartz said, “I make a motion to move forward the cleaning out
of the lagoon pending the final price.”
Paul Pacheco said, “I’ll step down and second, all in favor, ayes have
it.” When Charles Cestodio reached the section To Inform Roofs; Charles Cestodio said, “I have one quote.” The Board reviewed the quote. Edward Swartz said, “Onyx Construction,
Mike Ramos on Cedar St. check with him also Arthur Silvia, North Dighton APBS
he has a sign at the Baseball field.” When Charles Cestodio reached the section Chem. Feed Pumps the Board
voted to get prices on installing hubble plugs. When Charles Cestodio reached the section To Inform Steel Buildings;
Carol Stevens mentioned the building Jim Cabral purchased was a Lester
Building 60 x 40 which cost $58,000 unfinished, $70,000 with a finished
interior. Edward Swartz
said, “I make a motion to go into executive session regarding personnel
issues.” Paul Pacheco said, “Second,
all in favor, the ayes have it.” Respectfully
